They stared at the station that waited before them.
"In any war, Doctor. There are ways to gather information, make a subtle inquiry and gain allies, whether they are aware of it or not." She smiled as she swiveled back to the front. "This is one of those stations that operate at the bottom of the chain. They need an alley, and in turn, will become one."
"A deception?" Massey shot her a confused glanced.
"A chance." The Prime smiled. "But that opportunity has a limit. To better themselves has consequences. How do you think they would choose, Doctor?" She rose slowly to her feet, clasping her hands behind her back. "A chance to provide better for their families, at a more stable and secure way of life." She glanced back to the Doctor with a broad smile. "I have been closely studying you Humans, Doctor."

The Prime has been doing her homework - and developing a sophisticated strategy.
I think she is brilliant.....if I am allowed to say that. lol. It takes two of us here to decide her thinking and actions.
Studying ... if she considers the present state of 'civilisation' on Earth she'll begin to wonder if we're actually intelligent.
